To get it all working, I had to start with a fresh Fire Tablet with no memory card. I did a Factory reset, downloaded the apks, installed them, and was able to login to the play store. I've rebooted several times and have not had any issues. I was able to install the memory card after confirming the Play Store was installed and working correctly.
